Collection and Accumulation of tax revenues by the governments must be based on 
business activities of any kind conducted anywhere, and at anytime accordingly. 

Infliction of rational tax penalties by the tax agencies upon their people
and organizations
must be based on facts of intentional negligence and deliberate reluctance of entities to
comply with the tax regulations and paying their dues, not forgetfulness of any kind which
leads to dissatisfaction toward these agencies.
